Cyberdomænet bliver i stigende grad brugt som en central arena for staters fjendtlige interaktioner. På trods af, at de fleste konflikter på dette område falder under tærsklen for krigsførelse, skaber de betydelige udfordringer, herunder deres potentiale til at udløse alvorlige økonomiske, politiske og sikkerhedsmæssige kriser. Det gælder ikke mindst for en mindre, teknologisk avanceret stat som Danmark.

Disse udfordringer danner udgangspunktet for dette seminar med titlen ”Cyber Operations below the Threshold of Warfare”, hvor ledende forskere inden for folkeret og cyberoperationer vil præsentere deres arbejde og perspektiver på nogle af de mest presserende spørgsmål, som vi står over for på cyberområdet.

I de senere år har vi eksempelvis set flere tilfælde af udenlandsk indblanding i nationale valghandlinger via cyberoperationer, og vi ser fortsat en betydelig aktivitet inden for cyberspionage. Derfor er stater som Danmark nødt til at overveje, hvordan man bedst muligt håndterer disse udfordringer. Danmark er desuden nødt til at vurdere, hvordan man potentielt kan slå igen eller imødegå fjendtlige handlinger i cyberspace.

I samarbejde med Det Juridiske Fakultet, Københavns Universitet inviterer Forsvarsakademiet dig til at deltage i seminaret ”Cyber Operations below the Threshold of Warfare” den 22. november 2019.

Seminar: “Cyber Operations below the Threshold of Warfare”

 

Join us for the seminar “Cyber Operations below the Threshold of Warfare” on what international law has to say about cyber espionage, electoral cyber interference, and the ability of states to collectively counter hostile actions in cyberspace.

The cyber domain is increasingly becoming a major arena for hostile interactions between states. While most conflicts in this arena fall short of warfare, they do pose a significant challenge and carry the potential of creating major financial, political, and security problems, especially for smaller, technologically advanced states like Denmark.

This constitutes the foundation for this seminar with the title “Cyber Operations below the Threshold of Warfare” where leading researchers within the field of cyber operations and international law will present their insights into important areas of international law – and provide their views on some of the most pressing issues of state-on-state interactions in cyberspace.

In recent years for example, we have seen multiple instances of foreign interference in national elections by use of cyber means and we continue to see significant activity in the realm of cyber espionage. Accordingly, states like Denmark need to consider how best to approach such problems and how to deal with potential conflicts in the cyber domain. Denmark also needs to assess how to potentially strike back or counter hostile efforts in this domain.

In cooperation with the Faculty of Law, University of Copenhagen, the Royal Danish Defence College has the pleasure of inviting you to participate in the seminar “Cyber Operations below the Threshold of Warfare” on November 22nd 2019.

All are welcome to take part in the seminar, which will be conducted in English. The seminar will be followed by a workshop, which is invitation only.
